Size: Body 1 inch long
Specimen doesn't attempt to fly even though it "flutters" its wings; just crawls and climbs. It doesn't appear to have a stinger.

A Sawfly. Despite of the name, it is a Wasp - You can see that it has 4 wings, Flys have only two. But you are right that it doesn't sting.
