Found on a rasberry leaf.

Neophilaenus lineatus
You can see by the short hind legs that this is a spittlebug, not a leafhopper. This European insect feeds on grasses in moist places.

Thanks Andy, I should have noticed it wasn't a leafhopper, because it lacked the long spiny leg.
