Water Scorpion - Nepa apiculata

Water Scorpion - Nepa apiculata
Minneapolis, Hennepin County, Minnesota, USA
April 22, 2009
Size: 1"
At first sight I thought this was a Giant Water Bug, but the head isn't right. It can fly, and was found on a lakeshore. Any ideas?
