I think this is the cast skin of the final molt of Callibaetis. It is floating on a small pond.

Probably not an exuvia
This looks like a male Callibaetis subimago that might have expired before the final molt. When an imago withdraws from the pellicle, the wing covering contracts into small clumps alongside the dorsal cleft through which it exits (which also isn't apparent here). Cf. the exuvia left by the Hexagenia imago here.
