Many were gathering on stems of Equisetum, but I didn't find any larvae on this plant.

Dolerus tejoniensis (Norton)
A western species. One of the nicest looking Dolerus. Larvae are believed to feed on Equisetum but should appear later than the adults.

I thank V. Belov and Dave Smith for correcting my earlier misidentification. I'll check next year for larvae.
