There were a lot of bee flies around the area, but this one looked different. It's on a California Poppy.

Conophorus look right to me.
The fuzzy face is, I think, distinctive. Hopefully, you'll get an ID to species. If not, move to Bee Flies in a few days. Over time, most of these get IDed.
