Would never land on anything. I assume it's hunting, but that is just a guess. It's about an inch long.

Patrolling
More likely patrolling its territory. It looks like a carpenter bee, but I don't know much about the ones in that area. Wait for an expert.

Yes, male.
Male carpenter bees do this behavior. Probably Xylocopa californica, as suggested by the metallic tint.
