Second species
A newer catalog records Condylostylus longicornis from California, presumably from Southern California because it is mainly neotropical. I think that is what you have.

Not sure
There is only one species of Condylostylus in California but we may have two in the guide. The Orange County photos have pale fore tibia. There may be a difference in leg bristles too. I need to find out whether that is variation or a distinct species.

The officially present species is C. occidentalis (Bigot) = C. pilicornis (Aldrich).

I was wondering how to tell this fly from a muscid.

 
That query is above my pay grade.
Hopefully, someone with more knowledge will have an answer. Muscids give me fits, and we've had a lot of them misidentified here. (FYI, I'm best with SoCal syrphids.)
