Scymnus kansanus or S. cervicalis
Unfortunately the only way to tell for sure is to see the underside! Dorsally they are almost identical except that S. kansanus is supposed to be "elongated" while S. cervicalis is supposed to be "oval," but it's hard to tell exactly what that means when looking at a real insect. I would lean slightly toward S. cervicalis here but can't say for sure.
