My initial suspicions were correct.

After reviewing the ID, this may not be L. pictus but could be a stray individual of a Mexican/neotropical species not yet recorded in North America. Will try get an expert to look at these pics.

This is likely Laccophilus pictus, a southern lotic species; your specimen is quite atypical though, for most individuals have more regular discal spots as seen here
