I'm pretty sure this is the cowpea aphid. I found quite a few photos and one from Idaho here.

Host plant?
Any idea what the plant was? This site says cowpea aphids have shiny black bodies... these look dull to me, but it's hard to tell for sure.

 
common tansy
It might have been common tansy but I'm not sure. I have images of common tansy from that time on that day, but not 100% sure it's that plant.

 
might be Common Tansy
Common Tansy (Tanacetum vulgare) has a longitudinally ridged stem and compound leaves. The ridged stem shows up in this photo and that might the remnant of a compound leaf above the break(?). Common Tansy is listed as a noxious weed in Montana, so perhaps this was the aftermath of a control effort by mowing?

 
I doubt it
I don't think they mow in this area. You can only get to it by boat, and it's quite small. I think it was probably damaged by people or deer.
