Cowpea Aphids -
Aphis
Flat Iron, Sanders County, Montana, USA
July 25, 2005
Size: about 1 mm
I'm pretty sure this is the cowpea aphid. I found quite a few photos and one from Idaho
here.

common tansy

might be Common Tansy
Common Tansy
(
Tanacetum vulgare
)
has a longitudinally ridged stem and compound leaves. The ridged stem shows up in this photo and that might the remnant of a compound leaf above the break(?). Common Tansy is listed as a noxious weed in Montana, so perhaps this was the aftermath of a control effort by mowing?

I doubt it
I don't think they mow in this area. You can only get to it by boat, and it's quite small. I think it was probably damaged by people or deer.
