Eucoilid...
The rounded elevation on the dorsal surface of the scutellum, the 13-segmented antennae, and the second abdominal tergite appearing longer than the third, point to a female cynipid wasp in the family Eucoilidae. These are not gall makers, but are pupal parasitoids of flies. Excellent picture. Good work, Lynn.
