Yep...tibialis, and it's a male
Classic gestalt of tibialis...and has the technical characters to separate it from similar looking species (e.g. uniformly black cheek, black scutellum, dark discal cell).

This is a male because it lacks the conspicuous bulge below the 5th sternite (the "theca" of the female).
