Cixiid Planthopper - Melanoliarus

Cixiid Planthopper - Melanoliarus
Mobile (Dog River), Mobile County, Alabama, USA
May 8, 2009
This looks like something in Cicadellidae. Is it "transmorgifying?" I have another specimen from a few days earlier with clear wings.

The venation of the two appear the same. I definitely need help on this one. Thanks

Myndus
The shape of the head is characteristic. I don't know the species.

I think it's a planthopper
In Cixiidae, possibly genus Cixius.
