Cixiid Planthopper - Melanoliarus

Cixiid Planthopper - Melanoliarus
Mobile (Dog River), Mobile County, Alabama, USA
May 5, 2009
This looks like something in Cicadellidae. I have another specimen from a few days later with wings starting to color.

The venation of the two appear the same. I definitely need help on this one. Thanks
