ID help? - Potamyia flava

Size: ~8-10mm
I don't want to try to guess on this one: caddisfly? brown lacewing? ?? It was on a plant not far from the Missouri River. It appears to have some spur-like structures on it's hind legs, but I'm not sure if those help with ID. Thanks!

Sorry, Heidi, my mistake. Upon closer inspection, I believe this is actually Potamyia flava.

I have seen some Leptoceridae with this coloration near lakes in Minnesota. I can't see the length of the antennae... but in the very few Potamyia adults i have seen, the dark grey scales on the wings were lacking. I really don't mess with adults much... Lloyd, maybe you could share some of the traits you used Gestalt this critter as Potamyia...understanding that we may not be able to see all the characteristics... and that there are "zen" qualities of critters that allow tentative id's.... please share. :)
