Looks like genus Helophilus,
Looks like genus Helophilus, with those lengthwise thoracic stripes. [edit much later: parahelophilus has them, too]

 
Helophilus is correct - the p
Helophilus is correct - the pterostigma on the wings is quite diffuse in Helophilus (and this fly), but concentrated like a band/fake vein in Parhelophilus.
