Neochlamisus
It's definitely a Chrysomelid, the enlarged penultimate 4th tarsomere eclipsing a small 5th tarsomere puts it there. Within Chrysomelidae, It's almost certainly in tribe Chlamisini, the warty leaf-beetles. I believe the genus Neochlamisus is closest, but there might be a better match that I don't know about. Vassili will probably see this, or one of our other beetle experts, and can give a proper ID. Cool find, had me stumped till I looked at those tarsi
