Fly larva.
This appears to be a fly larva of some kind. Several aquatic fly larvae have that siphon on the end of the abdomen, through which they breath while connected to the surface. My top suspects would be soldier flies (family Stratiomyidae), rat-tailed maggot (Eristalis in the family Syrphidae, though that may be a stretch), and crane flies (family Tipulidae).
