This thing scared me. It kept rotating so it always faced me, something that dragonflies sometimes do.

After second look
Is it more likely Eristalinae, Milesiini, and to be more precise Tropidia sp., probably T. quadrata!
From this angle it looks like Xylotini, but the face and the colors are slightly different from that!

This one was much larger than that one so I don't think it could be.

Syrphidae, Xylotini
Xylota or Chalcosyrphus!

 
How could we narrow it down?
I can still vaguely remember what it looked like.

 
Apparently, ID to tribe is as good as it gets.
Suggest you move it Xylotini.
