Tibicen resh (FEMALE)
The cicada in this pic looks a lot like T. resh.
I recommend comparing this image to others on the T. resh node.

Cicada - Tibicen genus
Definitely a cicada, probably Tibicen genus, maybe Tibican dealbatus. It's hard to tell from the picture. I could be wrong on the species. Maybe an expert can tell you species for sure.
