Size: 2"
I'm having trouble deciding whether this is a 12-spotted skimmer that has not developed its white spots or a banded pennant. I know size may be critical, and I lean toward 2" vs. 1.3", but I would prefer not to rely on size if there are other field marks that are diagnostic.

Banded Pennant - Male
12-spotted male has a striped thorax and a pruinose white (mature) or brown abdomen with
continuous lateral yellow stripes on each side (immature).

Banded male (mature) has an all black thorax and abdomen.
