Size: small
Part of a large assortment of flies found on unknown type of feces (terrible odor), but now that I've looked at some pictures it might have been slime mold.
This fly and others very similar but not the same where constantly moving their wings in a scissor motion.
These are quite feisty little flies. When a much larger fly would try to bump them aside they would chase the larger fly away.

Check Ulidiidae
The shape of the adbomen, presence of wing markings, and wing-moving behavior suggests a Picture-winged Fly.
