Agapostemon male but not splendens
it is not helpful to speculate about species IDs. Before doing so please check range maps.

Splendens has dark wings. I don't know what this is.

My best guess is angelicus.

Sorry; I knew that about flies.

I had a specimen IDed as A. splendens long ago and made a comparision. Will revisit the earlier ID.

 
splendens is not in CA
so if from there it must be a misdet.
