Strange Insect - Scaphytopius

Strange Insect - Scaphytopius
Brighton, Northumberland, Ontario, Canada
June 6, 2009
Size: 4mm
I really don't know where to start looking to ID this insect. It sat on the rose leaf all day and jumped (instead of taking flight) when I tried to move it. Hope there is enough here to ID it.
Thanks in advance.
