Not Rhagio mystaceus
Which makes this interesting as it can probably be R. punctipennis or R. plumbeus unfortunately I would need the side view to see the character separating them (there is a wing character but I've found it too variable to be reliable)

 
No other angles
This was the only picture I took of the fly. I'll have to try to get another one this summer.
