Certainly looks like a bee fly to me. (Note spelling)
FYI, an insect that's called a fly but isn't - like dragonfly - is one word, while one that's really a fly is two words, i.e. bee fly.

On this one, I'd say Toxophora, but I'm no expert. Hopefully, you'll get an expert ID on this interesting find. (If nothing happens in a couple days, move your post to Bee Flies. Help tab will tell you how.)
