This reminds me of a immature False Katydid (Phaneropterinae). It was very small, and it had a peculiar way of creeping, swaying its body from side to side sometimes. It seemed like a predator stalking prey, however, I would not guess that it is carnivorous.

I have been seeing these almost every day!
This one being the most immature, and the most mature, still with no wings. Maybe if we stick around we'll finally see an adult!

According to the guide page, young nymphs with stripped antennae are all in the genus Scudderia but not identifiable to species.
