There were several pairs of these on a bag of horse manure. All pairs were running fast in a straight line.
I kept watching to see if the one to the rear was able to run so fast backwards or just being dragged along.
I wasn't able to see well enough to tell, they were moving too fast.

march flies- I think- maybe Bibio genus
I'm not an expert, but it looks like a pair of march flies mating, maybe Bibio genus. Here's a pic of a similar looking fly. The eyes are different on male and female. Males have holoptic eyes. In your pic, it kind of looks like female is on the left/top.

 
Not Bibio
At first they look like two Bibio, but (1) they don't have the tibial spurs, (2) they would both be female due to the small heads and eyes.
