Found on parsnip.

Keep that parsnip healthy!
It's been a good source of subjects. If you have a shot from above, I'm pretty sure I can ID this one. If not, I'll look again later and likely hazard a guess. (This isn't an angle I'm familiar with.)

 
Ah! It's Platycheirus.
I did find a side view, which confirmed my suspicions. Darkish long syrphids are often this one. See: http://nathistoc.bio.uci.edu/diptera/Platycheirus.htm
