buffalo treehopper?
This appears to be an extreme color form of the buffalo treehopper, Ceresa alta. I have seen specimens with the front of the pronotum just a bit darker, but never as dark as this one. But the shape of the pronotum is correct for C. alta.

If anyone finds another specimen of this form, I would very much like to examine it. Contact me at hamiltona(at)agr.gc.ca
