Size: 3 mm
I saw a few of these on leaves around the edge of the marsh/pool at Great Meadows NWR. This is my best dorsal picture. I have other angles on the others.

a metallic wood borer.

 
Short
It's shaped kind of like a buprestid, except that it's short. Habitat is also odd -- they were on vegetation right next to water's edge.
