Aquatic maggot

As I recall this is some kind of fly larva that can bite. I thought about picking it up, but decided not to. Do they bite? What do they eat, and turn into ?

Soldier fly or tabanid.
Probably a soldier fly larva, or possibly a tabanid larva.
