Not a midge
It's not a midge (biting, non-biting, or phantom). It has a resemblence to a crane fly but the wing veins seem wrong.

 
i didn't think it was a crane fly
because it's really really tiny, I should have put size, it was less than a cm

 
Some crane flies are small
Some crane flies are small. See Erioptera. There are also other families of fly with long antennae and long legs and complicated wing venation.

 
I had a limoniid
that this reminded me of... but I don't know if it matches...

 
This female
does looks like one of the Erioptera species. John is correct about the size of crane flies, the smallest one only 2mm while the largest one in USA can reach 60mm, see here for info . - Chen
