Moved from Spittlebugs as requested by Dr. Hamilton. His comment: "the prominent wing veins show it to be Philaenus. The green color is not found in any fully adult spittlebugs; but it certainly is interesting to see it so bright in tenerals!"

Looks like a freshly-eclosed spittle bug (Cercopidae).
