Neocicada hieroglyphica (CAST)
Given the characteristics of the shell, date, and locality, it is likely the cast of Neocicada hieroglyphica.
NOTE: Identification of Cicada Molts (i.e. Casts or Shells) can be delicate. With regards to "Cicada Shells", there are no "good" guides or keys to the US species. However, there are several Genera and a few species that have fairly recognizable shells, ... Neocicada can be considered one of those.

It looks like an empty cicada nymph "skin" shedding. I've not seen one that looks quite like that though, and interesting that it's stuck in a spider web. I'll bet it blew off the side of a tree and fell in the web.
