Oncometopia orbona - same as that pic
Oncometopia orbona - Broad-headed Sharpshooter. There are 3 blue sharpshooters of this genus, O. orbona is most common. In Texas you might also encounter O. clarior, which has short wings that don't reach the end of the abdomen and few or no dark markings on the head.

I shouldn't be interested in the aesthetics, probably, but the Oncometopia are high on my list of most beautiful insects - they look like they're inlaid with turquoise.

(I know, destructive pests, but I'm a weird person who plants a garden solely to attract and feed interesting arthropods.)
