Resting on Italian parsley. I thought it was a Western tiger swallowtail larva, also called the parsley caterpillar, but your photos of tiger larvae look nothing like this.

Black Swallowtail?
Check here. The range is a bit north, but the markings and host plant are right.

 
Well . . .
The range info on that page includes the southwestern U.S., so that's all right, but the odd thing is that we never see adult Black Swallowtails here--and the same parsley patch had several caterpillars like this one last year. As far as I know, the only local swallowtail is the Western Tiger, and the adults are here now.
