Size: 3-4 mm
On dead leaf near base of tree. A number of small insects were active on this sunny late-winter day. I wonder whether this one is
Dibolia borealis

Probably genus Psylliodes
Hi Robin!
Antennae seem to be 10-segmented, and regular striae on elytra exclude Dibolia.
