I have not yet determined the difference between sawflies and wasps.
Whichever this is it's quite a beauty.

Ichneumonidae…
The key separator is a narrow waist which is not present in any sawflies. Wing venation is also distinctive in sawflies. This is an ichneumon wasp. Some features like a depressed abdomen and bright coloration could place this in the subfamily Ichneumoninae, but there are details missing to confirm this, so I would leave at family level for now.
