The overall dark brick-red color; the pure red cheeks; the black anterior coxa; the 2:1 proportion of length-to-width of the scape (=basal joint of antenna); the hyaline discal cell; and the location here all point to P. burgessi. Also characteristic of this species is the single, black, medial "bar" on the anterior half of the dorsum of the thorax (and about 1/3 its width), which is clearly visible in the 2nd image. The evident ventral bulge on the the 5th sternite (i.e the theca) indicates this is a female.
