In comparison with other images of Cacama species here on bugguide, this cicada seems to match well with those under C. valvata; however, it may also belong to one of the similar and closely related Cacama species in Texas.

Given location, I suspect variegata.
(pruinosity can obscure the patterns & pigments - compare with C. variegata)

This is a "cactus-dodger" in the genus Cacama. I'm envious, as I have yet to see one. Nice image, too!
