Size: 2-3mm
These nymphs look like miniature cicadas crossed with armadillo with stegosaurus back plates.

This one you are going to need the hostplant
They look like nymphs of Enchenopa. The leaf looks three-part.
Here
is the Enchenopa that lives on wafer ash (Ptelea) which has a three part leaf.
