Possible genera
Slater, pp. 221-224 (1) has a couple of likely genera, Pentacora and Saldula. Yours looks more like his illustration of Pentacora, but they are close. Slater's key should differentiate them as follows:

Membrane of fore wign with 5 closed cells, always fully-winged-->Pentacora

Membrane of fore wing in fully winged forms with only 4 elongate closed cells-->several genera, of which Saldula, esp. Saldula pallipes shown by Slater, and listed as very common, looks close.

Pentacora?
Patrick, I googled up Pentacora and Saldula pallipes, and the Pentacora looked like a good match, and the it was a large shore bug. The Saluda's size was smaller, 2-4mm. Here's a site with a couple of pictures of Pentacora ligata.
