...the white bands on the abdominal tergites, the orange head, and the distinctly banded wings are characteristic of this species.

Nope, this is a Pompilidae (or a slight chance that it is a Sphecidae). There are very few Pompilidae with such a nice coloration, should not be difficult to find a genus name...
