I was examining some Black Swallowtail caterpillars on my Dill when this wasp zoomed in and grabbed one in a matter of seconds. Polistes exclamans?

Either P. instabilis or P. exclamans
The lack of yellow on the last tergum reminds me of instabilis, but the overall color pattern reminds me of exclamans

P. instabilis has the posterior sterna mostly black. It probably does not occur that far north.
