Aphid predator?

Aphid predator?
Churchville Nature Center, Bucks County, Pennsylvania, USA

Size: 5 mm when stretched.
I found this maggot (presumably a Syrphid fly) near the horned galls of witch hazel Hamamelis virginiana
.
I assume that it was feeding on the aphids that inhabit the galls. Could it belong to the tribe Pipizini?
