They seem to spent most of their time hovering rather than feeding.
It seems that it should be the other way around.
I am now wondering if this is Baccha elongata the elongate aphid fly. It was hovering over butterflyweed that was covered with aphids. The adults nectar but the larva prey on aphids. Perhaps the larva pic I submitted was it's larva, tho it seems large for the adult.
I await the judgement of the experts.

Sorry that is not a Sphegina. The hindlegs would be much thicker and the face is also different. This is a nice shot of Ocyptamus sp.

No Baccha I think
I do not think it is Baccha. To my knwoledge the have an even longer and more costricted abdomen. It more reminds me of Sphegina or something closely related.
