His comment: "Many Rhopalidae are difficult to identify on sight, much like the Orsillidae they often resemble (I intend to raise the Orsillidae to a family--they are not related to the true Lygaeidae. This I am fairly sure is Stictopleurus punctiventris (Dallas), a very common bug. Try Hoebeke and Wheeler's key (Proc Ent Soc Wash 84: 213). Not my specialty, I might add!")
