Size: about 1 inch
when I got near, it took a very defensive stance. I'd back away it would go back to what ever it was doing. But never got aggressive

Probably Polistes carolina
But there's always the possibility of P. perplexus. The Houston specimens of P. carolina have more red, rather than the occasional black markings that P. perplexus has.
